Well you have one major problem. Not many used car dealers speak english, but you can always try. On the side of road from Budva to Cetinje there is a lot of car dealers. You should also ask official car dealers if they have some used car for sale.
I'm going to buy a car this week. I'm an SUV guy, but the narrow roads here make a very small car make sense. I'm thinking along the lines of a Toyota RAV-4 or a Jeep Wrangler.
Chrysler's Jeep web site sent me to Ljetopis Automotive, but they seem to have converted into a Mercedes dealership.
Efel Motors seems to be the local Toyota dealer. Their web site seems to imply that they are in Podgorica, but their building looks very familiar and I have not been to Podgorica yet. I will call them on Monday to discover where they are actually located.
I'd prefer to buy a recent model used car instead of a new car. I'm in Dobrota. Can anyone recommend a good place to look for a used or new car?

I think its gonna be a little bit harder if you don't speak our language, my advice is to go with a friend that can speak English and Montenegrian .
If you don't have any friend who can do this, don't rush into it if someone offers to help you, just saying , there are lots of scammers, and some of them would even make a deal with the car seller to sell the car for 1-2k E more , and get their cut .
since you are foreigner it would be smarter to buy it somewhere else..
